Surah al-Maʿārij (70) is Meccan, and this segment sits inside one continuous sentence: the Blaze of vv. 15–16 calls two kinds of men (17–18), the root defect in the human is named (19–21), and the exception is enumerated trait by trait (22–35, of which 22–30 fall here). The whole 22–35 block is the structural twin of al-Muʾminūn 23:1–11, with v. 30 verbatim identical to 23:6.

It summons whoever turned his back and turned away, and amassed, then sealed it away. Indeed, the human was created restlessly fretful: when evil touches him, panic-stricken; and when good touches him, withholding. Not so those who pray, who are constant in their prayer, and in whose wealth is a known right for the one who asks and the one deprived, and who affirm the Day of Reckoning, and who are apprehensive of the punishment of their Lord ﷻ, for the punishment of their Lord ﷻ is nothing to feel secure from, and who guard their chastity, except with regard to their spouses or those whom their right hands possess, for they are not blameworthy.
Closing synthesis
The segment runs one clean contrast. The Fire does not seize; it calls (√d-ʿ-w), and it calls two motions specifically: the one who turned the back (adbara, √d-b-r) and the one who sealed wealth in a vessel (awʿā, √w-ʿ-y). Aversion and accumulation are the two gestures of a single defect, and vv. 19–21 name that defect at the root. The human was created halūʿ (√h-l-ʿ), a hollow that cannot hold steady, oscillating between jazūʿ (√j-z-ʿ, the snap under hardship) and manūʿ (√m-n-ʿ, the barred hand under prosperity). Halūʿ is a hapax, and the text defines it not by a gloss but by its two symptoms in the next two verses, so the diagnosis is self-contained: fair-weather collapse and closed-fist hoarding are one condition read at two light touches (massa, √m-s-s, never a seizure).
Against the oscillating hollow the passage sets the fixed line, and the severing particle illā (v. 22) is the hinge. Every trait that follows is the geometric inverse of the defect. Where the hollow oscillates, the praying are dāʾimūn (√d-w-m), continuous, the top that stays upright while it spins. Where the hollow seals wealth in a vessel, they carry a known, fixed right (ḥaqq maʿlūm) for the one who asks and the one shut out (al-sāʾil wa-l-maḥrūm), a defined share and not a mood. Where the hollow denies the accounting, they affirm the Day of the ledger (√d-y-n). Where the hollow feels secure, they hold shafaq (√sh-f-q), the tender apprehension of their Lord's ﷻ punishment, precisely because that punishment is ghayr maʾmūn, nothing any creature may feel safe from.
The decisive anchor is scripture-internal. This block, 70:22–35, is the structural twin of al-Muʾminūn 23:1–11: the same enumerated portrait of the saved, opened by the same relational grammar, closing on the same chastity clause, with v. 30 verbatim identical to 23:6 down to the word (fa-innahum ghayru malūmīn).
